General agreement

on the establishment of the Galactic Union

Inner Worlds of the Galaxy

01st day of the first month of the 01st year of the Galactic era

We, the envoys of the star worlds, have come to this Agreement in the name of:

  • The desire to know the Universe as it is.
  • To establish harmonious rule in the Galaxy after the Chaos of destruction.
  • Create a fair system for all citizens of the Union.
  • Openness of the Worlds of Outer Space.
  • Awareness of oneself as a part of the Universe.
  • Establishing laws for trade guilds.
  • Submission of the rebel space systems.

This Agreement is open for signature by all star worlds that recognize the principles of justice, cooperation, equality, development and the gallacracies based on them .

Building 1. Foundations of order in the Galaxy.

Article 1.

            The Galactic Union is a galactic legally constituted union.

            The Galactic Union is an alliance of United Star Systems.

The names Galactic Union and Union of United Star Systems are equivalent.

The Union is a single whole in relations with other Worlds.

Article 2.

            Order in the Galaxy is based on the principles of harmonious development, protection of society’s values, and aspiration to understand the Universe.

            The Union is a community of equal conquerors of Space and creators of the empire.

Article 3.

            The principle of harmonious development presupposes the joint efforts of all members of the Union to develop the Union as a single whole, based on diversity.

Article 4.

            The protection of society’s values presupposes the existence of an organized and controlled force for the defense and exploration of space.

Article 5.

            The aspiration to know the Universe presupposes the infinity of knowledge of the Spirit in its perfection before the stellar intelligent races as the crown of Creation.

Article 6.

            The allied religion is the Unified Galactic Religion of the Cosmos.

According to the Union treaties, there may be exceptions to this rule.

No one can be forced to confess a religion, but everyone must agree with the values of the universe.

Article 7.

            The territory of the Union is inviolable and the Union has the right to use all necessary means for its defense.

            The sovereignty of the Union is inviolable and indivisible for all.

Article 8.

            The Agreement has supremacy over all other laws given to intelligent races by God.

            The very fact of the agreement cannot be subject to revision under any circumstances.

Article 9.

            Every citizen of the Union on the territory of each member of the Union has equal rights and obligations.

            Every citizen has equal access to the Union service to fulfill his duty.

Article 10.

            All citizens have equal social dignity and are equal before the law without distinction as to sex, race, language, religion, political beliefs, personal or social status.

            The task of the Union is to remove economic and social obstacles which, by effectively limiting the freedom and equality of citizens, hinder the full development of the human personality and the effective participation of all workers in the political, economic and social organization of the country.

Article 11.

            The Union recognizes the rights of the family as a natural union based on marriage.

            Marriage is based on the moral and legal equality of spouses within the limits established by law to ensure family unity.

Article 12.

            Defending the Union as a Motherland is the sacred duty of a citizen.

            Military service is compulsory within the limits and in the manner established by law.

Article 13.

            The right of intergalactic and stellar communications belongs exclusively to the Union.

            The Union may delegate the right to conclude external treaties, but again only with the consent of the Union.

Article 14.

Political parties contribute to the formation and expression of the will of the Union and are the main instrument of political participation.

Their creation and activities are free, subject to respect for the Agreement and the law.

Their internal structure and activities must be gallacratic .

Article 15.

            The Union acts as a guarantor of the fundamental rights and freedoms of citizens.

The Union provides forms of protection of rights and freedoms.

The exercise of rights and freedoms may be suspended due to a state of threat and a closed situation.

Article 16.

            The Union is a community of members – Star Systems, which has exclusive competence in relation to:

  • Union property.
  • Union citizenship, the system of union government bodies, changes to the agreement.
  • Allied services.
  • Union coin.
  • Single trade and customs area.
  • Union Prosecutor’s Office.
  • Union Administrative Service.
  • Allied ships.
  • Union legislation on special treaties.

Article 17.

            The Union may delegate its powers under special administrative agreements for a specified period to resolve management issues.

            The organs of the Union govern on the basis of consent and peace in relation to all members of the Union.

Article 18.

            The Union has the right to interfere with the competence of its members and assume their powers in the event of their violation of their obligations.

            The decision on an allied intervention to restore the disturbed order is made by the Council of United Stars with the consent of the Galactic Senate.

If the Galactic Senate is dissolved, a special session is called to consider the matter.

Corps 2. Supreme power.

Article 19.

            To ensure security and joint development, a supreme authority is established in the Central galactic system of the Union Galaxy.

            The supreme authority is the Council of United Stars, consisting of the heads of the Inner Worlds of the allied worlds.

Article 20.

            Council members are appointed by right of leadership and leave upon resignation. The composition of the Council is determined by its decisions based on the galactic laws of the Senate.

Article 21.

            The Council of United Stars has the right to decide:

  • Composition of the Council.
  • Relationships between the highest bodies of the Union.
  • Consulate management.
  • Adoption of higher laws.
  • Defining development goals.

Corps 3. Head of the Union.

Article 22.

            The Union Chancellor is the head of the Union, representing it in intergalactic and internal relations.

Article 23.

            The Head of the Union is the guarantor of the Agreement and the unity of the Galaxy.

            The Allied Chancellor has the right to preside over the Council of United Stars and the Galactic Senate to discuss the most important issues.

            The Union Chancellor determines the composition of the Council- Ministerium and the head of the Supreme Union Court of Law with the consent of the Galactic Senate.

Article 23.

            The Federal Chancellor must be over 40 years of age, be a citizen of the Union by birth, have a higher education and experience in political activity.

            Before assuming office, he takes the oath of office to the Galactic Senate in the presence of members of the Council of United Stars.

            The new Federal Chancellor takes office after the previous Chancellor resigns.

Article 24.

            The Allied Chancellor is elected by the Galactic Senate for a five-year term.

Article 25.

            To mediate in crisis situations and to provide permanent protection to the highest authorities of the Union, a Corps of Guardians-Guardians of Peace is being formed.

            The guards are recruited on a voluntary basis from graduates of the Star Academy.

Building 4. Representative office.

Article 26.

            To determine the fate of the world and the unity of supreme policy, a Supreme Representation of the members of the Union is established.

            The representative body is the Galactic Senate.

Article 27.

            The Galactic Senate consists of three representatives-senators from each of the Worlds of the Union.

            The procedure for electing or replacing a representative is determined by the internal laws of the Worlds, but the procedures of gallocracy must be observed .

Article 28.

            The Galactic Senate was created to express the opinions of the Union members before the Supreme Authority.

            Laws adopted by the Senate may be galactic (regular), mediating – on interaction with other galaxies, additional – in addition to this Agreement.

Article 29.

            Galactic laws are passed by the Senate on the basis of the majority principle, which is expressed in the fact that a two-thirds majority is sufficient to pass a galactic law.

Article 30.

            The right of legislative initiative is vested exclusively in the Council of United Stars, the Galactic Senate, the Supreme Union Court of Law, and the Federation of Trade Guilds.

            The bills of the Council of United Stars are considered on a priority basis.

Article 31.

            To organize its work, the Galactic Senate forms commissions and committees on a permanent and temporary basis.

            The relevant commission and committee provide their mandatory opinion on each bill, except in cases of urgent decision-making.

Article 32.

Members of the Galactic Senate may submit a binding request to the Council- Ministerium . Envoys of the Council- Ministerium are required to review and respond to the request within a stellar week.

Article 33.

            In the event of serious violations, the Galactic Senate Commission has the right to raise the issue of the political responsibility of the Council- Ministerium before the Galactic Senate.

            A vote of no confidence is expressed through a Resolution of Censure, passed by a two-thirds majority of the Galactic Senate.

            In this case, the Council of United Stars must either replace the Prime Minister or dissolve the Galactic Senate.

Article 34.

When fifty million citizens or three hundred star Worlds so demand, a galactic referendum is called to repeal, in whole or in part, a law or act having the force of law.

A referendum is not permitted with respect to laws on taxes and the budget, on amnesty and pardon, and on the authority to ratify international treaties.

Article 35.

The Galactic Senate may conduct representative investigations into matters of allied interest.

For this purpose, he appoints a commission from among his members, with proportions reflecting the balance of power among the various factions. The commission of inquiry conducts investigations and investigations with the same powers and limitations as the judiciary.

Article 36.

By enacting laws, the Galactic Senate authorizes the ratification of international treaties of a political nature, as well as treaties that provide for arbitration or judicial regulation, or that involve changes in borders, financial obligations, or changes in laws.

Article 37.

            The Galactic Senate shall approve the stellar budget no later than October 12th with a full cost estimate, excluding emergency development funds.

            Control over the implementation of the budget is carried out by the Control Chamber of the Council- Ministerium and the Control Committee of the Galactic Senate.

Building 5. Council- Ministerium .

Article 38.

            The Council- Ministerium is the head of the Union’s executive power. The Prime Minister is appointed by the Union Chancellor and dismissed by him or by the Council of United Stars.

            The Council- Ministerium consists of the Prime Minister, special envoys and envoys of the allied development services.

Article 39.

            Special envoys are appointed and dismissed by decision of the Prime Minister, just like envoys.

            Special envoys manage a specific area of federal government.

            The envoys manage the allied development services within the framework of their approved competence.

Article 40.

            The Council- Ministerium , within the scope of its powers:

  • Develops a star budget.
  • Takes measures to develop the Union’s services.
  • Conducts a unified policy on behalf of the Union.
  • Enters a threat state and a closed position.


Article 41.

            In the event of a destabilization situation in the sector of responsibility of the Far Space Patrol, the Council- Ministerium introduces a state of threat in this sector with the transfer of administrative powers to the commissar, who becomes the commander of the patrol detachment.

Article 42.

            The Council- Ministerium , with the consent of the Council of United Stars, has the right to introduce a closed position with the restriction of the rights and freedoms of citizens.

            With the introduction of this provision, the dissolution of the Galactic Senate is not possible until it is repealed.

Article 43.

            To exercise powers, a federal administrative service is established with two parts: civil and military.

            The civil service of the Union is regulated by the relevant laws, and the military service is regulated by agreement of the members of the Union.

Article 44.

The Government cannot, without the express authority of the Galactic Senate, issue decrees which would have the force of ordinary law.

When, in cases of special necessity and urgency, the Council- Ministerium, on its own responsibility, issues temporary orders having the force of law, it must submit them on the same day for subsequent approval to the Galactic Senate.

Decrees lose force from the moment of their publication if they have not received legislative approval within thirty stellar days following their publication.

Building 6. Judicial system.

Article 45.

            The Union’s judicial system is based on the principle of the rule of law. Judicial rules may only be reviewed by decision of the Council of United Stars.

Article 46.

            The judicial system of the Union includes commercial courts, Union Courts of Law, and the Supreme Political Arbitration.

            In matters of their development, the Worlds have the right to create their own judicial systems or transfer powers to hear cases to union courts.

Article 47.

            Commercial courts are created either in star districts by decision of the consuls, subject to the laws of formation , or by trade guilds in their colonies under the control of the Union.

Article 48.

            Union courts of law include courts of the first degree, courts of the second degree, appellate commissions, and the Supreme Union Court of Law.

            The court of the first degree and the courts of the second degree are formed in the districts for the trial of primary actions and crimes.

            Appellate commissions are formed by decision of the Supreme Union Court of Law from among the members of the Representative Assemblies of the Worlds, who resign from their positions to fulfill the duty of justice.

Article 49.

            The consideration of cases in the courts takes place according to formalized forms approved by the Galactic Senate.

            The courts hear cases in districts in the respective judicial centers.

Building 7. Consulate.

Article 50.

            To govern the Union, the Union Authority forms a consulate of the consuls of the worlds.

            The consulate is made up of former and current consuls. The consulate council, taking into account the consuls’ experience, communicates its opinions on governance matters to the highest authorities.

The consular district is created for the efficiency of administrative management and interaction of the Union with its members.

            The Border Consular District is created to regulate relations with other Worlds.

Article 51.

            The Consulate reports to the Head of the Union under the control of the Council of United Stars and constitutes the administration for the management of the Worlds and cooperation with them.

Article 52.

            The consular district is formed and abolished by decision of the Council of the United Stars, taking into account the opinions of the interested parties.

            The Consul is appointed to office by the Allied Chancellor and dismissed from office by the Council of the United Stars and the Allied Chancellor by a reasoned decision.

Article 53.

            The Consul of the Border Consular District is appointed and dismissed by the Galactic Senate.

            The Border Consular District is formed and abolished by decision of the Galactic Senate.

Article 54.

            To carry out his functions, the consul creates a consular administration and the necessary governing bodies.

Corps 8. Star Military Forces.

Article 55.

            The Star Forces are formed to protect the Union and include the Space Fleet, the Star Reconnaissance Corps, the Long Range Reconnaissance Space Patrol, and the Star Marine Corps.

Article 56.

            To train personnel, the Space Academy of the Military Star Forces is being established.

Article 57.

            The Deep Space Patrol guards the borders of the Union and maintains security on its outer borders.

            Patrol sectors are established by the High Command of the Star Wars Forces.

Article 58.

            The Star Intelligence Corps conducts long-range space reconnaissance on behalf of the Supreme Council of Space, in support of the Supreme Command of the Star Military Forces.

Article 59.

            The Space Fleet is the force for the defense of the Union and is recruited by conscription from the most trained graduates of the Schools of Star Military Forces.

Article 60.

            To control the stellar military forces, a High Command of the stellar military forces is created, headed by an admiral.

            The Supreme Command Headquarters is determined by the decision of the Council of the United Stars.

Building 9. Outer Space.

Article 61.

            The Union’s borders are protected on the basis of agreements with the Worlds of Outer Space.

            The Union strives to secure its borders and maintains defense sufficiency.

Article 62.

            The Ruler of the Worlds of Outer Space has the right to protect and patronize the Union in accordance with the right of a friend.

Article 63.

            To interact with the Worlds of Outer Space, the Commission of Worlds of Outer Space is formed.

            This Commission develops the Union’s policy on relations with these Worlds.

            The composition of the Commission is appointed by the Council of the United Stars upon the recommendation of the Allied Chancellor.

Article 64.

            The Outer Space Worlds that have entered into the Agreement are the outer members of the Union.

            Ally status means joining the union laws in certain areas.

Article 65.

            Judicial jurisdiction is established on the basis of the Agreement.

Article 66.

            Allied services, on the basis of agreements on competence, create appropriate commissions for relations with each external ally.

            Commissions have the right to have their own support apparatus.

Building 10. Amendment of the agreement.

Article 67.

            Amendments to the Agreement are possible with the consent of the Supreme Authority of the Union.

            The Project of Changes is created by the Galactic Senate.

Article 68.

            Secession from the Union is permitted with the consent of the Supreme Authority of the Union during times of peace.

Article 69.

            This Agreement shall be supplemented by separate laws of the Galactic Senate based on the majority principle.
